[Board] Minutes from old interim governance committee

Yes, that's the archive I was looking at. The messages about the minutes
are still there, but, when I checked a couple of weeks ago, the links to
the attachments didn't work. Oh, you know what? The links to the
attachments were still pointing to the georgialibraries.org domain. If I
manually update the URLs to evergreen-ils.org, it looks like they will work.

If I get a spare moment in my off-time, I'll add them to the wiki unless
somebody else beats me to it.
