[Board] Outreach update

Good morning,

I'm sending the Outreach update in advance of the board meeting.  We had
some critical folks unable to make the January meeting so we are carrying
our agenda over to February.  Highlights of current plans are:


   - Adding the paid support pages to the website from the WIKI.  This is a
   strongly approved change based on the community survey.
   - Preparing for 2024 Annual Report.
   - Building plans for launching a newsletter
   - Recruitment!
   - Investigating content management / project management tools.
   - Supporting the conference committee's social media needs.
