[Eg-newdevs] z39.50 interface bug

https://bugs.launchpad.net/evergreen/+bug/1731042 is outdated. In XUL there
was a persistent session note on the bottom of the screen letting you know
which record was marked for overlay. THe staff client no longer has that
note.
