[Eg-newdevs] Required hold notify fields when editing patron records

Hi All,

Thanks for a great meeting today! Special thanks to Gina for the VSCode
intro. I installed it a while ago, and am now eager to explore using it.

Regarding the required hold notify fields when adding/editing patron
records, to remove the requirements on the *phone *and *email *fields, we
edited *Open-ILS/src/templates/staff/circ/patron/t_edit.tt2* to remove the
*ng-required* for those two fields.

Here is the diff from the commit for bug 1570072 that shows where they were
added:
