[Eg-newdevs] ID/TCN draft patch

Dear New Developers Working Group:

Jessica put together a first draft of a patch for this bug that we looked
at in our February meeting:

*z39.50 Using TCN Instead of id *

I've loaded it onto *https://terran-master.gapines.org/eg/staff
<https://terran-master.gapines.org/eg/staff>* (admin / demo123) and I'll
keep it on there for the next week or so for testing purposes. Here are her
testing notes:

>>We have the global flags cat.bib.use_id_for_tcn and
cat.maintain_control_numbers set to FALSE. If all records have been
imported with either of these settings set to TRUE, this fix doesn't matter
because the record ID is going to be in the 001 field and the correct
record will be retrieved/overlayed even though the label is wrong. If you
have cat.bib.use_id_for_tcn set to FALSE and cat.maintain_control_numbers
set to TRUE, you're still going to see the record ID displayed in the TCN
column for local records. We see the correct TCN in this column because we
have this setting set to FALSE and the TCN from the original MARC record
gets pulled into the 001 field.<<

Please test and consider what we talked about at the last meeting to see if
this resolves part of the problem and what else still needs to be done.
