[Eg-newdevs] Fleshing out outline for developer documentation

Hi all,

I fleshed out the sidebar on the New Devs wiki with placeholders for
various topics (mostly taken from Stephanie's document!) Everything with
"(WIP)" is a new work in progress page. I've begun copying over portions of
Stephanie's document and added some notes to some of the pages.
