[Eg-newdevs] [Evergreen-dev] API Deprecation notice: open-ils.circ.title_hold.is_possible open-ils.circ.holds.create[.override]

I think the Solus app is making use of the ils.circ.holds.create API from
looking at our logs.  I'm not sure if any other Evergreen Libraries use
Solus?  I'll put in a ticket with them letting them know about this change.
