[Eg-oversight-board] Proposed Board Composition and Elections

As promised at our last meeting [1], albeit very late, I've produced a
revised version of the Evergreen Oversight Board rules that shows what
the rules would look like with Elizabeth's proposed amendments for
election in place. 

I've put the revised source text into a new branch of the Governance git
repository [2] and put together an HTML version with the new text
flagged in a fetching black-background / white-text format [3]. Sadly, I
wasn't able to figure out how to flag large sections of formatted text
in AsciiDoc so I operated on the output HTML.

Note that I have made no effort to address any of the issues that were
raised during the last meeting with the proposed changes (such as "there
is no such thing as Evergreen Software Foundation Membership" /
"limiting voting to those who can attend the conference may hinder
international adoption or otherwise miss significant parts of an
informed electorate body"); this effort is to get everything into
context so we can look at it as a whole.
