Evergreen Project Emergency Fund Establishment Task Group
DRAFT Terms of Reference 
v1 12.05.14

Context

Per discussion of the EOB on 17.04.14, and subsequent to the Resource Allocator Summit in Cambridge, MA, it was agreed that Kathy Lussier, Ben Hyman and Ben Shum would draft a Terms of Reference to frame the EOB’s investigation of the establishment of an emergency fund for the Evergreen project.

Emergency Fund Investigation Task Group Members (2014):
•	Kathy Lussier
•	Ben Hyman
•	Ben Shum

Goals:
•	To identify the most suitable financial environment for the storage of an Emergency Fund for the Evergreen Project (e.g. fees levied; interest-bearing accounts, etc)
•	To identify mechanisms to grow an Emergency Fund for the Evergreen Project (e.g. grants, memberships, donations, etc)
•	To consult with the Software Freedom Conservancy and other principle stakeholders, if any
•	To conduct an environmental scan of other projects 
•	Ultimately, to recommend steps towards the establishment of an Emergency Fund to the EOB and Evergreen Community


Deliverables for Summer 2014:
•	Completion of environmental scan
•	Completion of consultation with Software Freedom Conservancy
•	Status Report & Feedback


Deliverables for Fall 2014:
•	Identification of option(s)
•	Recommendation(s)

Scope/Jurisdiction:
All recommendations require board approval before such recommendations take effect.  

Resources and Budget:
None identified.

Governance:

While every effort will be made to arrive at decisions by consensus of the group, failing that, decisions will be made by simple majority, with all recommendations subject to the approval of the EOB.
