[Eg-oversight-board] Code of Conduct votes

Hi all,

I have updated the Code of Conduct procedures and added them to the 
Evergreen web site - 
http://evergreen-ils.org/evergreen-staff-procedures-for-handling-a-code-of-conduct-violation/.

We previously spoke of the idea of incorporating something in the 
procedures requiring those in leadership positions to sign off on the 
CoC and further agree that they
will relinquish their position  upon a determination by the Safety 
Committee (and appealable to the EOB) that they should step down. 
However, I think this piece needs to be shared with the community for 
further feedback before it officially becomes part of our Code of 
Conduct. I therefore addressed it by giving the Safety Committee the 
option to recommend the removal of a community leader to whichever group 
would be responsible for handling that recommendation.

I do need two votes from the EOB (hopefully before the official start of 
the conference Wednesday.)

1. I adapted the Code slightly to more closely match the procedures we 
developed over the last several month. The revised code is available at

(revisions are tracked). I would like to make a motion to approve the 
revised Code of Conduct.

2. Given that the Safety Committee has the authority to make decisions 
regarding Code of Conduct violations, the Board should probably vote to 
establish this committee and appoint four members.

I would like to make a motion to establish a Safety Committee to 
investigate and make decisions regarding Code of Conduct complaints at 
Evergreen events. The committee shall comprise the conference 
chair/event coordinator along with 3 or 4 reps from the Evergreen 
community, at least one of whom should be an Evergreen Oversight Board 
member. I also move that the EOB appoint Andrea Buntz-Neiman, Galen 
Charlton, Chauncey Montgomery, and Chris Sharp to serve on this committee.
