[Eg-oversight-board] Election ROG changes for tomorrow's vote

Grace and all,

On the first point, while I agree with the concept, could that handicap us
at some point ifwe have resignations and/or other board members unwilling
to serve?  Should it just be in the first year of their term, rather than
the whole term?

On the second, I support the special election.
