[Eg-oversight-board] Press release for 2.10 release

Kathy,

I agree with the observations that Grace had, someone might have thought
that we had serious security issues. This version of the release does a
good job of addressing that we are going beyond the norm in privacy. The
added emphasis on the web client is great too.
