[Eg-oversight-board] Nominations for EOB

Hi,
Sorry, I should have addressed that.
The general structure that I proposed for the election and would like to
formalize into the governance rule is as follows:
"Nominations and voter registration shall be managed in weeks 1-3.
Week 4 shall be set aside for voting.
Weeks five and six shall be for new member notification and officer
elections."

In this case (for this 2016 election) I say we just modify that to have
Week 5 as voting and Week 6 as officer nominations/voting.

Does that sound okay?
