[Eg-oversight-board] 2018 Evergreen Conference Budget submitted for your approval

The possible loss of LSTA funds is a good point. I expect we won't lose any
vendor sponsorships, but we may lose the library/consortium sponsorships,
and there may be less travel funds for attendees available.

However, since that is an enormous unknown and even if it happens it might
not happen by then, so I am comfortable moving forward with these numbers
and continuing to watch that closely. The very worst thing that could
happen is that we'd end up losing money on the conference, which would be
bad, but it wouldn't be disastrous. We might start thinking of ways we
could continue to involve people if library travel funds get slashed
though, like adding webcasts of sessions, or coming up with ways to provide
travel scholarships.
