[Eg-oversight-board] Board Cohorts

Rogan,

I have updated the governance doc, and included additional approved
updates, in the repo (an action item for me from December).

I've attached HTML generated from the asciidoc, and if you're still up
for replacing the doc on the site I'd appreciate an assist ... I don't
have web site edit access.
