[Eg-oversight-board] Updated By-Laws

Ron, I thought the same thing this morning.  At the time, I went back and
reread it and convinced myself that it was just convoluted, but now I'm
back to agreeing with you.  There's a "designate" missing between "may" and
"from" methinks.
