[Eg-oversight-board] EOB Elections

Thanks Ruth,  here was the initial message for the call for nominations.

It looks like they went out about a month ahead of the election.  The
election was held March-April in time for the Evergreen Conference.
Looking at this I would think the following schedule:


   - Call for Nominations and Voter Registration Begins February 20
   - Nominations and Voter Registration ends March 20
   - Election Begins - March 26
   - Election Ends - April 17
