[Eg-oversight-board] Nominations

I just put a call out to our consortial coordinators to see if we could
identify someone.  I think it'd be worth going through the list of
organizations with community activity.  It's also important to remember
that we do have Holly Brennan representing a stand-alone implementation
(Homer Public Library).
