We have one library that is doing this, but they run into the issue outlined in this LP bug: https://bugs.launchpad.net/evergreen/+bug/1709472 Basically until they completely remove the direct charge on the PO they're being double-billed, as the charge is on both the PO and the invoice. There is no link between them to reduce the PO's direct charge in proportion to the direct charges on the invoice. I've only been providing Acquisitions support for 1.5 years, so I don't know if there were complaints earlier in our Evergreen days, but in my time, I haven't had any libraries express a desire to be able to encumber direct charges on a PO. They don't seem to have issues with direct charges only on Invoices. We advise against adding direct charges to POs that contain line items. If a library is using a PO with direct charges, it is usually because it is a blanket order, which some libraries use for standing orders or to mass encumber funds not attached to line items. You could ask your book vendor whether they can do that. We just create a separate fund for processing fees and estimate how much we think we'll need for the year. That protects the money so it won’t get spent on anything else. Then on the EDI invoice, we select that fund to pay the charges. We keep an eye on the fund’s balance in case we’ve underestimated and need more money near the end of the year. This has worked pretty well for us, but encumbering those fees as direct charges on the PO would be a better way to do it (if it worked as it should). They haven't gotten any invoices since they made the change, though, so I don't know if the invoice would be similar or if it would have the line items as the original price and then the processing fees broken out at the bottom.
