[Evergreen-acq] Line item status not changing to received

I've seen this too and thought there was a bug for it but I think I  
must have I have combined  
(https://bugs.launchpad.net/evergreen/+bug/978095) and  
(https://bugs.launchpad.net/evergreen/+bug/1257915) in my mind.

I agree, if a line item has both received and cancelled copies when  
there are no longer on-order copies the line item status should be  
received.
