[Evergreen-acq] Long time creating queues?

Good morning everyone,

I have a question about your upload queues. We're seeing it take a really
long time to create a queue, much less to actually start processing the
queue. IIRC, we've clocked it at something like 16 seconds per record just
to create the queue, and then further time to actually start going through
each record to connect it to a bib.

Is anyone else seeing it take this long? I know we have bugs out there for
long upload times, but the fact that it can take almost a half hour just to
see a queue at all can be really disconcerting when you don't know if it's
going or not.
