[Evergreen-acq] Long time creating queues?

Hi Tiffany,

We are seeing the same behavior that Jennifer reports and also instruct our
libraries to check for pending POs if the client does not show that the
load completed. This seems to occur with all sizes of files, even if there
is only a single record in the file.

So far, we have not had any reports of slowness in queue creation. We are
on 3.5.1.
