[Evergreen-acq] Settings on Load MARC Order Records

Hi everyone,
Just updating that I've added a new commit to my branch for this that now
does pick up the library settings instead of only relying on the templates
(workstation) settings. You can still create the templates if you want, but
it will pick up the library settings first and pre-populate the form with
those.
