[Evergreen-acq] Question on 3.9 acquisitions fund filter

Hi Mary,

Right now you can't set it and keep it sticky. It's just finding the
current calendar year and it's not configurable other than manually
resetting it each time. There's a bug here about it:
https://bugs.launchpad.net/evergreen/+bug/1953181

I have a half-finished patch to return the fund year selector to an actual
sticky dropdown and remove the year autofilter. But I got distracted with
other things for awhile. I'll probably come back to it soon if someone
doesn't beat me there, since now our libraries are in FY23 and it's super
annoying that it always goes back to 2022.
