[Evergreen-acq] Default fiscal year

Hi all,

This is our first end of fiscal year on the Angular fund management. Our
libraries keep thinking they were unsuccessful creating the 2024 funds,
overlooking changing the Year filter to 2024.

This raises a question for me starting in July. How do we set 2024 as the
default year for fund management?
