[Evergreen-acq] Acq Bug For Invoice/Balance Stop Percent Issue

Hi everyone,

Following today's AIG I did some most testing on the issue that PaILS has discovered where invoices can't be saved when you're reaching the balance stop percentage, even if you're not going to cross the stop percentage threshold.
