    <p>We had many problems with this bug years ago so now we advise our
      libraries not to add any charges to the purchase order.    They
      add these directly to the invoices.   It seems to work well for
      us. <br>

          until they completely remove the direct charge on the PO
          they're being double-billed, as the charge is on both the PO
          and the invoice. There is no link between them to reduce the
          PO's direct charge in proportion to the direct charges on the
          invoice.</div>
