[Evergreen-catalogers] FW: Expansion of the OCLC Control Number: test records now available

As far as I can tell, EG shouldn't be affected.  There used to be some
logic in vandelay that would sniff out a certain OCLC prefix for some
reason, but that's no longer there (disappeared in 2.2).  In practical
terms, there's no real constraint on these numbers or their format.
