I just created a Wiki page for RDA under the calaoging "namespace" on  
the wiki. I added a few bug links and some initial page section  
suggestions, feel free to make change recommendations. I added a  
sample section to document how to configure older version of EG/TPsC  
for RDA, since I think EG 2.4 might already have some RDA change  
already put in.
