[Evergreen-catalogers] New Items and holds or How did my new item with a six month hold protection get called by another library

If one creates a new item and choose to give the item six month hold 
protection, is there anything else you need to set to make sure the item 
doesn't get a hold from another library? I'm asking because we just added a 
new item and were immediately greeted with a hold from another library.
