[Evergreen-catalogers] Quick poll for Evergreen bug: Fixed fields are required to have all positions entered

Since this directly affects catalogers workflow and also can affect the
integrity of the record and we are telling it needs to be fixed, why is

regarding a bug in Evergreen.   There is debate on whether or not this bug
