[Evergreen-catalogers] RDA 264 display testing (Bug 1071505)

Hi Alex,

I'm not too familiar with RDA, but in reading through the entire thread 
on the Launchpad report, I think the intent for this first patch was to 
only handle the publication statement. See the comments at 
https://bugs.launchpad.net/evergreen/+bug/1071505/comments/7 and 
https://bugs.launchpad.net/evergreen/+bug/1071505/comments/8.

Looking at the spec Ben linked to - 
http://www.mail-archive.com/rda-l@listserv.lac-bac.gc.ca/msg07137.html, 
the 264 field means different things depending on what is in the second 
indicator. For example, if there were a 4 in the second indicator, you 
would want the label to say something like copyright instead of publisher.

If we wanted to expand on this behavior by dealing with the other 
indicators, I think it should probably be filed in a separate bug report.
