We do the same with our 830 (series entry). We authorize the $a information and add the $v (unique series number) in the bibliographic record afterwards.

Based on the discussion on this thread, I think that the answer to your question is yes: when creating a name authority record from a bib heading, any $e and $4 should be removed from the authority record's 1XX field.
