[Evergreen-catalogers] Acquisitions Bug of the Month - October

Hello,
The Acquisitions Interest Group decided at the Evergreen Conference in
April to try a new form of member engagement. Rather than holding
quarterly meetings on irc each month an acquisitions bug will be
featured in an email to this list. This will bring more exposure to
some of the acquisitions bugs that have a large impact on acquisitions
libraries and their workflows and allow acquisitions staff to engage
as time permits, rather than at a specified time.
Get involved by testing your system for the bug, indicating on
Launchpad if you’re affected by the bug, and commenting on Launchpad
or through the list if you have further information about the bug or
suggestions about what you’d like to see in a fix.

Bug - ACQ: Fiscal Year Close-out operation does not check org unit

Description of Bug
When performing fiscal year end close out the system can move
remaining money and encumbrances to funds for the new year. When the
Evergreen moves the remaining money and encumbrances it checks to
ensure that the fund code of the new fund matches the fund code of the
old fund. Currently, Evergreen does not check that the org unit of
the new fund matches the org unit of the old fund. This is a problem
as multiple org units can use the same fund codes (ie. AF, ANF).
Because there is no org unit check encumbrances and remaining money
can be transferred into a new fund belonging to a different org unit
than the old fund.
The workaround for this is to ensure that every fund code in the
system is unique.

Desired Resolution / Fix
When fiscal year end processes are run Evergreen should check that
both the fund code and the org unit of the new fund match the old fund
before moving money or encumbrances to the new fund to ensure the
correct new fund is used.
