[Evergreen-catalogers] Launchpads and Playaway Views limits

Hi John,

The feature of circ limits isn't limited to any specific circulation
modifier.  If you have setup Playaways or Launchpads with their own or a
shared circ modifier you or whoever supports you can certainly put limits
on those in your polices.
