[Evergreen-catalogers] Normalizing name browse entries

Hi all,

We recently upgraded to 3.1.2, and I'm seeing something new in the
name browse.  For example, this is what happens when you search for
Justin Bieber in the Author Browse:

Bieber, Justin 1994- (9)
Bieber, Justin 1994- creator (4)
Bieber, Justin 1994- creator composer, performer. (1)
Bieber, Justin 1994- creator performer. prf (1)

For some reason, it is now looking at the content from $e and $4, and
deciding that those fields mean it should create separate browse
entries.  I would expect that it would not use $e or $4 when
extracting a heading, and instead show the user:

Bieber, Justin 1994- (15)

I don't remember this happening before.  Is this because of the browse
improvements in 3.0?

Is there a bug already for this?  Is this something that we could fix
in our local system with xpath in the authority.heading_field table in
the database?
