[Evergreen-catalogers] Launchpad links in release notes

Hi Evergreen Catalogers,

At the last Cataloging Working Group, there was a suggestion that
Evergreen's release notes include links to the launchpad bugs, so that
y'all can learn more about what was fixed.

I gave this a try with the 3.2.4. and 3.1.10 release notes.  Let me
know what you think!
