[Evergreen-catalogers] Item tags, AKA copy tags

I must have deleted it by mistake.  :(   When we do the upgrade to 3.2 in
April I hope it comes back to production unless someone can think of
another way to get the default back now.

Thanks to all, this has been a helpful discussion, even it's to have me
find out I messed up somewhere.
