[Evergreen-catalogers] New LP bug- cannot create two items with same new part at the same time, LP #1852625

Hi Everyone,

I just posted a new Launchpad bug, on this. Hopefully someone can test and
confirm or, which would be good, prove me wrong. We are on release 3.2.8.
