[Evergreen-catalogers] Angular staff client catalog

I'm copying DIG in on this conversation -- so we can collaborate on the
idea of creating a "list of bugs showing several other admin screens that
are in the process of being Angularized; it would be nice to have that all
in one place as kind of a To Do/Done list."
Our groups meet the same week in October so may we can really build
momentum here.
