[Evergreen-catalogers] Cumulative Fixes for Spine Label Display

Adam made some changes to how call numbers sort that may affect how LCC
numbers sort. Since PINES is DDC, and I no longer remember the sorting
rules for LCC,  we cannot effectively test any impacts. If someone using
LCC and having the ability to add the fix to a testing environment please
check for us? I do not want to negatively impact your sorting!
