OCLC's announcement about the changes to Encoding level (ELvl -- Leader/17)
to bring OCLC MARC in line with MARC21. I found the slides referenced in
the announcement helpful

To further OCLC’s announced move to using standard MARC encoding levels
instead of the OCLC alphabetic encoding levels, OCLC will begin converting
Encoding Level K records in WorldCat in January to encoding levels blank,
7, or 3 as appropriate according to determinations of record fullness.
OCLC has been testing conversion criteria for a number of months.  The
conversion effort of the 25.9 million K level records currently in WorldCat
will be spread out over a number of months in 2021.  This effort will
provide us insight into the larger conversion effort of encoding level M
records in the future.
