[Evergreen-catalogers] Cataloging bugs in 3.8

We have identified several cataloging bugs in 3.8, several of which are
high level bugs for PINES catalogers.

Shelving locations in holdings editor only workstation library -
https://bugs.launchpad.net/evergreen/+bug/1956626 (almost critical for
PINES. Same bug was in the web client when we first migrated to it)

System level workstation displays only consortia owned shelving locations
https://bugs.launchpad.net/evergreen/+bug/1956627 (this was a work around
for above bug)


Holding template with item alert breaks save -
https://bugs.launchpad.net/evergreen/+bug/1956790 (high level for PINES)


Adding item alerts in Holdings view via the holdings editor -- item
attributes, consistently fails.
https://bugs.launchpad.net/evergreen/+bug/1956986 (you can delete alerts in
the alerts manager)

Cannot delete notes in holdings editor
https://bugs.launchpad.net/evergreen/+bug/1955065


If anyone can confirm these bugs and add heat, I would appreciate it.
