[Evergreen-catalogers] Cataloging bugs in 3.8

https://bugs.launchpad.net/evergreen/+bug/1956986 May be partially a config
error on our test server. The alerts do appear to save from item attributes
but the dialog box doesn't behave as expected. I did update the bug.
