[Evergreen-catalogers] Use checkdigit not working in our test 3.8

Hi all,

I can't seem to get Use Checkdigit to work in the Holdings Editor in our
3.8 test server. No red box, no message, and I'm able to create the item
with the "bad" barcode even with the User Checkdigit box checked. Strict
barcode works as expected in Check out.

Is anyone else experiencing this? I checked Launchpad and the closest
ticket I could find was this one, but it doesn't seem quite right.

I've been having our librarians use it in the web client up until now with
no problems, but the holdings editor they've been using is pre-Angular.
