[Evergreen-catalogers] Bibliographic templates

We would love to be able to edit and add local MARC templates to our system
without have sys admin have to do it. Does Launchpad bug 1131238
<https://bugs.launchpad.net/evergreen/+bug/1131238?comments=all> address
that issue well enough to ask everyone to add heat? It's really the only
one I could find regarding this topic.
