[Evergreen-catalogers] Cataloging topics for EIOC 2024

Things that come to my mind re circ mods are 1) setting up circulation
policies based on circulation modifiers, 2) reporting on circulation
modifiers, 3) issues to consider when setting different fine levels and
durations for a circulation modifier, 4) best practices for using
circulation modifiers for special item types, 5) pros and cons of making
your circulation modifiers directly tied to an item type/format versus
building them differently based on something like audience age or genre.
