[Evergreen-catalogers] Cataloging topics for EIOC 2024

Commenting to bring this up to the top of people's emails again. Proposals
are due this Monday, December 18, so if anyone has any more ideas, please
share. If you have seen something that you feel confident presenting on, go
ahead and send a proposal and let us know!
