[Evergreen-catalogers] Recent MARC21 proposals

Hi,

While looking at a proposed patch tweaking the display of 856s, it occurred
to me to skim recent MARC21 proposals.

A few that seem relevant to Evergreen include:

   - 2022-07 <https://www.loc.gov/marc/mac/2022/2022-07.html>: among other
   things, adds a couple 856 indicator 2 values that should probably trigger
   displays of the corresponding links
   - 2022-06 <https://www.loc.gov/marc/mac/2022/2022-06.html>: adds
   subfields to the 856 to describe the terms of use for the resource
   - 2021-02 <https://www.loc.gov/marc/mac/2021/2021-02.html>: simplifies
   support for expressing chronology-only serial patterns

These three are the results of a superficial skim of approved proposals
that may have direct relevance to improving Evergreen displays and
functionality.

It occurs to me, however, that monitoring MARC21 proposals and discussion
papers and identifying and summarizing any that are worth action in
Evergreen might be a good task for an IG member or subcommittee to take up.
