[Evergreen-catalogers] call number attributes in the holdings templates editor

Hi Carol,

The current disconnect, where the holdings editor is Angular and the
current standalone template editor is not angular, makes this confusing, at
best.

The angular vs. non-angular template editors observe different workstation
settings.

The angular (new) Holdings Editor with the integrated template editor
follows the "*Unified Holdings, Item Attributes Display, and Item Templates*"
setting in *Preferences*.

The non-angular (old) Standalone Holdings Template Editor accessed from
Local Administration does not use that setting. Instead it uses the "*Allow
Call Number attributes in Item Templates*" setting that appeared in the
non-angular (old) Holdings Editor *Defaults*.

If you were able to navigate to the old holdings editor *Defaults *tab, and
set the "*Allow Call Number attributes in Item Templates*" option, you
would see the call number attributes in the standalone template editor.

In 3.13, there's no easy way to navigate to the old holdings editor, but
the launchpad bug to port the standalone holdings editor to Angular has
instructions for navigating to old editor Defaults so the workstation
setting can be set:

A bit of good news is that for workstations that already have the "*Allow
Call Number attributes in Item Templates*" setting set in the old holdings
editor Defaults, that should persist for those workstations and the
majority of users will see the call number attributes in the standalone
template editor without needing to do anything special after an upgrade.
